AOC R

AOC R - Former Operations & Staging Area

AOC R is now just a concrete slab (recent photo below), but from about 1965 to 1971 it was the main support operations area for NASD (historic photo above). The large concrete pad at the site was present before the Navy owned the area and can be seen in 1937 aerial photographs. In the late 1960s, a carpentry shop and enlisted club were located at the pad. Light vehicle maintenance activities such as oil changing were conducted near the pad to the northwest. Additionally, a large above-ground storage tank was once located south of the concrete pad.

Sampling in 2002 revealed elevated levels of several constituents (relative to regulatory screening criteria); therefore additional remediation investigation was recommended.

After the discovery of several munitions items at the beginning of RI activities in 2004, the Work Plan was revised to add UXO avoidance procedures. The supplemental field work at AOC R was completed in January 2006. Preliminary evaluation of the RI data indicated additional data are needed to adequately assess the nature and extent of contamination and potential human health and ecological risks.

The Navy and regulatory agencies concurred that debris identified at AOC R should be removed as a potential source of contamination. The wastes was removed and properly disposed of in 2008. Confirmatory sampling was performed after the removal actions were completed, to ensure that the site is left in a manner that is protective of human health and the environment.

Past Investigations and Actions

  • Environmental Baseline Survey (2000)
  • Expanded Preliminary Assessment/Site Investigation Phase II Seven Sites (2000)
  • Engineering Evaluation/Cost Assessment for public comment (2005-2006)
  • Removal Actions AOC R (2008 thru 2009)
  • Remedial Investigation (2005 thru 2009)

Current Site Status

  • The confirmatory sample data, along with previously collected site data, are being used in a remedial investigation report that is scheduled to be finalized in January 2011.

Current Land Use

  • Municipality of Vieques (not in use)
