About RAB A Restoration Advisory Board (RAB) is an advisory board designed to act as a focal point for the exchange of information between the installation and the local community regarding restoration activities. The RAB's purpose is to bring together community members of diverse interest to enable an early and continued two-way flow of information, concerns, and requirements between the affected community and installation.

Restoration Advisory Board (RAB) Member Profiles
Mr. Charles E. George
Mr. George is a retired general contractor from Cumberland, Maryland. Prior to retirement, his construction company did a considerable amount of work at Allegany Ballistics Laboratory, which gave him an opportunity to become familiar with the facility. During his 44 years in the construction business, Mr. George developed a strong attitude of perseverance and commitment, which he believes will enable him to make valuable contributions to the Allegany Ballistics Laboratory Restoration Advisory Board.
Mr. George serves as president of the congregation of a church that he has been involved with for many years. He is also a member of the Cumberland Country Club (MGA).
Mr. Harry Gilbert
Mr. Gilbert is a retired scientist, with experience as a chemist, chemical engineer, and teacher. As a resident of the Potomac Park area of Cumberland, Maryland , Mr. Gilbert is interested in the local air and water quality.
Mr. Gilbert is a member of the American Chemical Society and the National Science Teacher’s Association.
Mr. David P. Gosen
Mr. Gosen is an Environmental Manager with A ATK Tactical Systems Company LLC, which currently operates Allegany Ballistics Laboratory. He serves as the ATK corporate representative on the Allegany Ballistics Laboratory Restoration Advisory Board. He is also a member of the Twin Cities Army Ammunition Plant Restoration Advisory Board and is involved with the Joliet Army Ammunition Plant Restoration Advisory Board, bringing with him his knowledge of Department of Defense directives regarding restoration activities.
Mr. Matt Habersack
Mr. Habersack currently resides near Allegany Ballistics Laboratory and attends Frostburg State University in Frostburg, Maryland where he is majoring in Environmental Analysis and Planning. Because of this, he is concerned over how local industry is impacting the environment and how local citizens are impacted by clean-up operations as well as normal plant activities.
Ms. Nancy Hausrath
Ms. Hausrath is an Environmental Technician for the City of Cumberland, Maryland, where she specializes in environmental regulation. Ms. Hausrath received a Bachelor of Science degree in Environmental Analysis and Planning from Frostburg State University and has completed courses toward her Masters in Business Adminstration.
Appointed to the Allegany Ballistics Laboratory Restoration Advisory Board by the Cumberland Director of Utilities, Ms. Hausrath attends meetings and collects information useful to the City of Cumberland. Ms. Hausrath is a member of the Water Environment Federation/Chesapeake Water Environment Association and sits on the Maryland Biosolids Advisory Board and the Allegany County Solid Waste Board. She is also a Nutrient Management Planner for the Maryland Department of Agriculture.
Mr. Ronald D. Hawk
Mr. Hawk retired after 33 years as a District Conservationist with the United States Department of Agriculture Soil Conservation Service. Currently, he operates both his own and his wife’s family farms. Mr. Hawk is interested in all aspects of our natural resources, particularly groundwater contamination. Because of his strong ties to West Virginia and Maryland , Mr. Hawk is especially concerned with how Allegany Ballistics Laboratory activities may affect the surrounding environment, including the North Branch Potomac River.
Mr. Hawk serves as supervisor on the Allegany Soil Conservation District Board and has prepared conservation plans and forest managed plans for both family farms. He is also a member of the Allegany Solid Waste Management Board, the Evitts Creek Steering Committee, the Western Maryland Resource Conservation District Council, the Allegany County Recycling Committee, and the Tree Farm Committee.
Mr. Ronald W. Homison
Mr. Homison is a Safety and Environmental Manager for the Department of Defense, Defense Contract Management Command. He has over 10 years experience in the environmental arena and represents the Defense Contract Management Command at Allegany Ballistics Laboratory in matters regarding safety and environmental issues. He joined the Allegany Ballistics Laboratory Technical Review Committee and continued his involvement upon its conversion to the Restoration Advisory Board, in conjunction with the facility being listed on the National Priorities List in 1994.
Mr. Homison received a Master of Science degree in Environmental Sciences and Management from Duquesne University.
Dr. Betsy T. Kagey, Ph.D.
Dr. Kagey is the civilian co-chairman of the Allegany Ballistics Laboratory Restoration Advisory Board. She is an Adjunct Professor at Frostburg State University in Frostburg, Maryland , teaching Environmental Law, Environmental Health, Human Biology and the Environment and Research Methods. Her research and teaching focus on environmental epidemiology, risk assessment, risk communication, and risk management, and she is particularly interested in the human health effects associated with trace elements in the environment.
Dr. Kagey joined the Allegany Ballistics Laboratory Restoration Advisory Board upon moving to Cumberland, Maryland in order to offer her expertise to the community. In this capacity, she has reviewed technical documents related to Allegany Ballistics Laboratory and has actively participated at the meetings by clarifying some of the technical issues and processes.
Dr. Kagey is a consultant on environmental epidemiology and risk assessment for the United States Environmental Protection Agency and a past president and current member of the Executive Board of the Society for Environmental Geochemistry and Health (SEGH).
Dr. Wayne C. Spiggle, M.D.
Dr. Spiggle is a Keyser, West Virginia resident, property owner, and physician. Dr. Spiggle’s serves as an environmental activist and community advocate, especially in the area of public health. He brings to the Restoration Advisory Board a working knowledge and appreciation for public health dynamics, as well as his organizational experience.
He is also a member of Physicians for Social Responsibility and chairman of the Citizens Advisory Board, Appalachian Laboratory, University of Maryland Center for Environmental Studies.
Navy Public Relations Officer
The Navy has a Public Affairs Officer for the Naval Facilities Engineering Command.
Navy Technical Representative
The Navy has a technical representative who oversees the environmental projects at ABL. This technical representative serves as the co-chairman of the Allegany Ballistics Laboratory Restoration Advisory Board.
